Have you guys looked at the entry barriers? From a brief look at the licenses and NOCs one requires to open a new school, it looks like it would be very easy for the agency to restrict entry into the K-12 school market to protect market power (and thus rents) of existing private schools.
Sometime back, I heard that there are 100-200 applications to open a new private school in Surat but merely 1-2 are approved by the state government. I just don't remember where I had read/heard this! If you guys have more information (from good sources), please share but I'm anyways thinking of filing an RTI (in Delhi, at least) on this matter--essentially, asking the number of applications received and approved.
